1999 TL HID Bulb goes out when hitting bump or turning hard

So over the past 2 months my HID bulbs have been turning off when either hitting a bump or turning kinda hard. It's usually the HID bulbs that goes out, as it goes out when turning slightly sometimes. But, sometimes both the passenger and HID bulbs will go out. When they both go out it takes like 4 to 5 attempts to get them back on!

Pretty scary when your on a dark back road and your lights go out! Likely my high beams work fine.

Anyhow, I have replaced both HID Ballasts with used ones on ebay, but they continue to go out like they did with my original ballasts. Keep in mind I did not replace any of the HID ignitors. So, I decided to take both the passenger and drivers side HID bulbs outside the headlight and turn them on while holding them. I found that both went off when moving the bulb side to side (While holding the bulb by the ignitor plug.) It seemed that the passenger side bulb was a little more sensitive then the drivers side.

Additionally, both bulbs were replaced about a year ago. I started realizing this problem shortly after replacing my car battery. But, had it tested and its fine, so I'm assuming its not the issue.

My first question is has anyone had a similar issue? If so, can you share your solution?

My second question is do you think its my HID bulbs or ignitors?
