ISC or Megan?

Which coilover goes the LOWEST? I am currently running TEIN SA coilovers maxed out and to be honest, I was expecting them to go lower! (I did replace them with stock tophats). Although I am aware TEIN is known more-so for its ride comfort than its height adjustments. With that being said, I am now in the market for another set of coilovers and I would like to get your feedback on which coilover has the best quality and ride height adjustability, respectively. Here is a pic of how she sits now, but I still want to go an inch or so lower for a more aggressive stance.
