Power Problem 04 RL

Hey ya'll

I have a 04 RL, the problem im having is, there is no power to the car when the key is out of the ignition, therefore my lights lights don't work and neither does my key locker thingy lol... so when i put the key in the ignition (ON position) the power comes on, and the car also starts fine as well, BUT the radio and navigation system are not getting power (while the car is on).

i checked all the fuses inside and outside the car, they all are working. can anyone shed some light on what i should do next...

last resort is dealer for me due to finances, so any other way will help a lot.
