Balast or Ignitor Issue

My passenger side HID light quit working. It did not come back on so I assumed it was the bulb. Removed the bumper and swapped the bulb and it still did not work. Didn't have time to troubleshoot if it was the ignitor or the ballast.

Any suggestions on if its the ballast or the ignitor.
