Acura tl 1999 cranks but doesn't start (bay area storm

Hi everyone and thanks in advance for the help.

I'm having the issue where my car would be able to turn on to the ignition II with navi, radio, lights working and it would crank but it does not start. The sound of the crank sounds healthy and I have tried jump starting the car just to ensure that the battery has enough power to start the car but was unsucessful.

This happened after the night of the storm in Bay Area. I'm assuming the rain might have something to do with it. I read through the post today and tried checking the fuses (one on the passenger, one on the driver side, and last one under the hood) that links to the immobilizer but all seems fine.

Before I unplug the fuse from the passenger side the key light would continue to blink but it would shut off if the passenger fuse was unplugged.

The weirdest part was after I checked all the fuse and re plug them, my car started back up but then it wouldn't start the second try after I turned it the car off.

What can the culprit be for it to be able to start intermittently? Can it really be a bad fuse or main relay?

One more weird thing is, the time when the vehicle was able to start, the car didn't have a healthy crank (sounded low on battery). However, the crank sounds absolutely great when the car doesn't start.

Any help or advice would be greatly appreciated.
